University of Malaysia eyes Telangana campus, UGC receives application

Education Minister Dr Subhash Sarkar on Monday informed MPs that the University Grants Commission (UGC) has received an application from Lincoln University in Malaysia expressing interest in setting up a campus in Telangana.

Replying to a question raised by nine MPs regarding the presence of foreign universities seeking to set up campuses in India, the Minister outlined the steps taken by the government to facilitate such initiatives.

The Minister’s response highlighted the regulations governing the qualification and approval process for Foreign Higher Education Institutions (FHEIs) seeking to set up campuses in India. These regulations include provisions for providing both merit-based and need-based scholarships as well as discounts on tuition fees to Indian students. Additionally, these regulations include measures to prevent misappropriation of charity resources and ensure compliance with internal and external standards regarding charity activities.

The UGC has set up a five-member committee to examine the university’s applications.

In Budget 2022-23, the Ministry of Finance has announced initiatives to attract world-class foreign universities and institutions to Gujarat International Financial and Technology City (GIFT City). These organizations are exempt from domestic regulation, except for those by the International Financial Services Centers Authority (IFSCA), and are allowed to offer courses in a variety of fields, including financial management, fintech, science, technology, engineering, and mathematics. Additionally, the Minister informed that Australia’s Deakin University and the University of Wollongong have received IFSCA approval to establish campuses in GIFT City.

According to regulatory guidelines, Foreign Higher Education Institutions (FHEIs) seeking to set up campuses in India must be ranked within the world’s top 500 in an overall or subject-specific ranking or have demonstrated outstanding expertise in a particular field. There is a need to.
